All employers. Different deadlines.
The Directive applies to all employers in the public and private sector, and to all workers with an employment contract or relationship. Job applicants are protected too.
Who is covered
- Public and private employers of any size (Art. 2).
- Workers with an employment contract or relationship, including part-time, fixed-term and agency workers.
- Job applicants, for the recruitment rules (Art. 5).
- Bogus self-employed workers can be covered where they are in fact workers.
- Member states may exempt employers with fewer than 50 workers from publishing progression criteria (Art. 6).
Reporting thresholds by headcount

All other duties (Art. 4–7) apply regardless of size.
